Should a small boutique pay shipping charges?

In a small women's apparel boutique, is it appropriate for the vendors we order all our clothes from to pay shipping, or normal for us to pay? We usually order minimum $500 and up. We have found some sites on the web that ship free with a minimum $300, but our normal vendors that we have worked with for years still charge us shipping even when we order over $1000 at once. Is this the norm, or is that something we should negotiate, or work on negotiating in the future?Thanks!

Normal. If the cut you a break on the shipping then they will have higher prices. Shipping is a real cost but the bill should be realistic.
