What does one wear to a Chief Petty Officer Birthday Ball?

The Navy's annual Chief Petty Officer Birthday Ball is coming up and I would like to know if I should buy a long formal gown or maybe go for a really nice cocktail dress. He will be in dinner dress blues which is making me think a formal gown would work but I don't want to be over dressed or run the risk of being under dressed.
Any advice would be great!!

With it being a Ball you should definitely go for a formal dress or at least tea length (just below the knees).

Check the wedding stores in the bridesmaid dresses on the sale rack. Sometimes you can get really good deals there. Also look at places like JC Penny's, Macy's, etc.. and spring clearance they can have them on sale as well. See if there is a program offered through ASYMCA of a dress exchange often they have those.
